Abstract
The article examines the legal culture of the individual as one of the key prerequisites for the effective promotion and protection of human rights in the context of contemporary global transformations. The relevance of the study is determined by the growing influence of globalization, digitalization, security challenges, and socio-cultural differentiation, which significantly affect the formation of legal consciousness and the practical implementation of human rights. The study aims to conceptualize the legal culture of the individual as a multi-level phenomenon and to develop an analytical framework for examining its role in ensuring and protecting human rights. The methodological basis of the research includes systemic, structural-functional, and comparative legal approaches, as well as conceptual modeling. The empirical foundation consists of contemporary international and Ukrainian scholarly works devoted to legal culture, legal consciousness, the rule of law, and human rights. The findings demonstrate that the legal culture of the individual represents a complex multi-level system shaped by individual, institutional, and global factors. The study identifies the main regional models of legal culture and their influence on human rights protection mechanisms. A vector model of legal culture formation is proposed, according to which its development is determined by the interaction of four major vectors: the universalization of human rights, cultural and civilizational specificity, state security, and digital transformation. It is argued that contemporary legal culture evolves under conditions of increasing normative pluralism and growing diversity of legal development trajectories. The study concludes that human rights protection effectiveness depends not only on legislation and institutional performance but also on the level of legal culture of individuals. Modern Ukraine is characterized by a specific model of legal culture that combines European legal values, national legal traditions, and wartime security priorities. The proposed approach expands the theoretical framework for studying legal culture and may be applied in future research on human rights and legal policy.
