Abstract

The article explores the possibilities of using business process modeling using the unified BPMN notation to formalize procedures for verifying insurance payments to victims at work in Ukraine. The relevance of the study is due to the need for digital transformation of social security mechanisms and increasing transparency of interagency interaction in public administration. The research methodology is based on the comprehensive application of general scientific and special methods, in particular, theoretical analysis of the regulatory framework, overview modeling of business processes using BPMN notation, structural-functional and comparative analysis. Modeling allowed us to formalize the key stages of insurance payment verification, identify critical points of interagency interaction (in particular, between the Ministry of Justice and the Pension Fund of Ukraine), and assess the effectiveness of BPMN as a tool for digital transformation of public administration procedures. Results. The study found that business process modeling using BPMN notation is an effective tool for optimizing public administration procedures, in particular in the field of social insurance and compensation for victims of industrial accidents. The study confirmed that the use of BPMN allows not only to visualize the logic of management decisions, but also to identify bottlenecks in the payment verification procedure, ensuring transparency and controllability of each stage. High-level modeling deserves special attention, which provides a strategic view of interagency interaction between key actors in the process - in particular, the Ministry of Justice of Ukraine and the Pension Fund of Ukraine. It was determined that a clear structuring of information flows in such critical cases as the death of a beneficiary allows to increase the accuracy, timeliness and legitimacy of management decisions. Conclusions. Based on the conducted research, it was concluded that the integration of BPMN modeling into the practice of public administration contributes to the formation of an effective decision-making support system, ensures the unification of management procedures and increases institutional efficiency. The implementation of such an approach in the field of verification of insurance payments is appropriate and strategically justified, as it allows to strengthen control over procedural aspects, improve the quality of service to citizens and strengthen trust in state institutions.
