Abstract
The article examines the current concepts of changes and reforms in the public administration system of Ukraine (hereinafter referred to as the Public Administration System) in connection with the active processes of its modernization, which require the search for new approaches to solving the pressing problems of bureaucratic administration. The purpose of the study is to highlight the conceptual principles of changes and reforms in the Public Administration System in Ukraine, to search for new approaches to solving the tasks of improving public management. The article uses methods of generalization and systematization of the existing experience and practice of changes and reforms in the Public Administration System, analysis of reports on the implementation of the Strategy for the Reform of Public Administration in Ukraine, the status of achieving goals and fulfilling tasks of the reform of the civil service. The results of the study showed that Ukraine is at the stage of transition to a new public administration, which fully complies with the principles of the EU: accountable, transparent, effective and efficient management for the provision of high-quality public services and stable socio-economic development. The study of the conceptual principles of changes and reforms in the public administration system during 2018-2025 demonstrates the improvement of management activities. The implementation of the Strategy for Reforming Public Administration in Ukraine has made significant progress towards improving the public management system and overcoming existing problems of the bureaucratic hierarchical structure of the executive branch. However, there are problems of insufficient institutional capacity of central government bodies, in particular for high-quality strategic policy planning, professionalism and ethics of civil servants, and fairness in the provision of social services to the population. The conclusions establish that improving strategic and tactical planning of public policy and reviewing indicators for monitoring the implementation of public policy measures are important areas of future changes in public administration. Further research should be aimed at developing and searching for new tools and methods of new public management in accordance with the existing challenges of management activities and the problems that management entities face in practical work.
