Conflicts of interest

The editorial board of the Public Management and Policy Journal of the Eastern European Union of Scientists strives to ensure transparency and objectivity in the process of publishing scientific materials. We recognize the importance of preventing conflicts of interest at all stages of the editorial process - from manuscript submission to review and publication.

What is a conflict of interest?

A conflict of interest arises when personal, professional, or financial circumstances may affect the impartiality of a review, editorial decision, or publication of a material. Such a conflict can be either actual or perceived as potential.

Categories of conflict of interest

  • Personal conflict of interest:

  • Personal or professional relationships (e.g., friends, relatives, former or current colleagues) between authors, reviewers, or editors that may affect the impartiality of the manuscript evaluation.
  • Subjective beliefs related to the subject matter of the manuscript (political, religious, ideological) that may interfere with the objective review of the article.

  • Professional conflict of interest:

  • Cooperation or professional relationships between the author and the reviewer that may affect the evaluation of the study.
  • Membership in organizations or institutions that may have an interest in the results of the author's research.

  • Financial conflict of interest:

  • Receipt of research grants or funding from organizations with an interest in the research results.
  • Patent rights or other financial interests related to the research results that may affect the objectivity of the publication.
  • Fees, remuneration or other types of compensation that may affect the impartiality of the publication decision.

The process of identifying conflicts of interest

Authors, reviewers, and members of the Editorial Board should disclose any potential or actual conflicts of interest when submitting or reviewing manuscripts. If such a conflict is revealed after the submission of the manuscript or at the review stage, it may affect the further evaluation of the material.

Measures in case of a conflict of interest

The editorial board has the right:

  • Involve an independent reviewer if a conflict of interest between the author and the reviewer is identified.
  • Reject the manuscript if the conflict of interest threatens the objectivity of the research evaluation.
  • Amend or withdraw the article if an undeclared conflict of interest is discovered after publication.
