Abstract

At an important stage of Ukraine’s foreign and domestic policy, there is an active search for our state’s proper place among the international community, the building and strengthening of new relations in Europe. In this context, solving problems and creating conditions for high-quality training of public servants in higher education institutions (HEIs), as well as increasing the level of interaction between HEIs and territorial communities (HEIs), becomes relevant. The purpose of the article is to develop a methodology for improving the training of public servants in the context of organizing the educational process, as a guarantee of the development of territorial communities in the process of interaction with HEIs. The methodological approach of the experimental study is based on the development of a methodology for training public servants in higher education institutions, components of public servants’ readiness to carry out professional activities, identification of ways of interaction between public service and higher education institutions; empirical: observation, survey, diagnostic interview, questionnaire, experiment; methods of mathematical statistics: processing of final indicators of the level of readiness of public servants to carry out professional activities, as a guarantee of sustainable development of territorial communities in the process of interaction with higher education institutions. The content of the basic concepts of “civil service”, “competence of public servants”, “training of public servants”, “professional training of public servants”, “interaction of public service and higher education institutions” is determined; their features and characteristics are revealed, a methodology for forming the readiness of public servants to carry out professional activities is developed and implemented. In the course of the conducted experimental research at the ascertaining stage among the master’s students of the Taras Shevchenko National University of Luhansk, a methodological toolkit was implemented to increase the readiness of future public servants to carry out professional activities, namely: the implementation of readiness components and pedagogical conditions. After conducting the experimental research, promising areas for improving the training of public servants to implement professional activities were formed, as conditions for the sustainable development of the TG in the process of interaction with higher education institutions. The practical value of the work lies in the training of a highly qualified specialist capable of realizing professional potential for the benefit of the state.
