Abstract
This article analyses the tools for expanding the competitive capabilities of regions as a structural condition for the development of Ukraine’s economy in the post-war period, which made it possible to systematize the factors that influence the stabilization of socio-economic processes in the regions and the formation of new economic relations after the end of the armed conflict, strengthening their competitive positions in national and global markets. The article substantiates the expediency of institutional and instrumental support from the state to stimulate the expansion of the competitive capabilities of regions and build a favourable “institutional environment” for the creation and promotion of regional service products, which would serve to improve the quality of life of the population and restore various sectors of the economy in the post-war period. Measures are presented aimed at ensuring the competitive advantages of regions, bringing them out of deactivation and transitioning them to stable functioning and development by creating cluster structures designed to ensure, on the one hand, cooperation between regions and, on the other, the expansion of their competitive advantages among themselves based on fair competition. The special structural and functional mission of the regions is shown in the context of ensuring the “integrated dynamics” of the socio-economic development of the state in the post-war period and creating effective conditions for ensuring the “unity of the state’s economic space.” On this basis, an algorithm for the development of the regional economy has been developed, which provides for the growth of the market for high-tech goods and services, which determines the innovative competitiveness of regions, which is an indicator of their infrastructural stability, in the non-standard conditions caused by the post-war period. A “set of key success factors for regions” has been created, which determines their ability to carry out innovative entrepreneurial activities and adapt to the current conditions of social development. Instrumental differences in the formation of competitive potential, competitive advantages, and competitiveness of regions, and it has been substantiated that in the post-war period, the strategic priority for the development of Ukraine’s economy will be to create conditions for hyper competition among regions, whose competitive advantages will be their competitive ability to provide goods and services in accordance with market demands, which will be determined by their competitive capabilities.
