Reforming the public administration system in Ukraine in the context of European integration processes

Abstract

The article examines Ukrainian reforms in the sphere of state governance in the context of European integration processes. The stages of formation and development of reform of local self-government and territorial organization of power in Ukraine, starting from 2014, are examined. Based on the content analysis of regulatory legal acts, the peculiarities of the legal status of local government and local self-government in Ukraine were identified. The upgrading of the main elements of local government administration and self-government is determined by several parameters: administrative-territorial structure, the status of local government bodies, the obligation to renew the importance of local government bodies, the budget system local area. The similarity and diversity of the systems of Ukraine and the neighboring countries was revealed, and the revenue part of the budget of the administrative-territorial units of the 3rd (base) level with a similar population size was equalized. The main advantages of one system of local state government and self-government over another have been identified. Recommendations have been formulated for the further development of the system of local state government and self-government of Ukraine. The article reveals the theoretical nutrition of organizational and legal mechanisms in the current minds of the process of reforming the public administration system in Ukraine and decentralization of government. A theoretical study has been made of the patterns of the process of decentralization of power in the context of the decline of the European Union in Ukraine. The objective nature of local government, as part of the general government of the guilty European powers, is analyzed. The work of local and foreign scientists on the problems of regional and local development in the context of the legislative provision of local development of the current state has been studied. As a methodological basis for this research, a qualitative approach was chosen, which allows us to analyze the main problem as accurately as possible. The main methods that we use in this research are clear content. analysis of normative legal acts, directives on the development of the legal basis of local government management and self-government Ukraine.
