Abstract

The article analyzes the current state of functioning of electronic governance in Ukraine in the context of the digital transformation of public administration. The practical results of the implementation of digital services of the state are considered, primarily the platform “Diia”, which has become the central institutional and technological element of the electronic governance system and ensured the integration of a significant number of administrative services and digital documents. It is determined that the digitalization of public services has contributed to increasing the efficiency, accessibility, transparency and economic feasibility of interaction between the state and citizens. It is found that, along with the positive results, which are confirmed by international ratings, the scale of service use and a high level of user satisfaction, significant systemic limitations remain. The study describes the main problems of e-government development in Ukraine, including digital inequality, an insufficient level of inclusiveness of e-services, vulnerability of centralized infrastructure of state registries to cyber threats, incomplete integration of information systems, as well as personnel, organizational and regulatory gaps. It is proven that the further development of the digital state directly depends on strengthening cyber resilience, improving mechanisms of interdepartmental interaction, harmonizing legislation with European standards, increasing the level of digital literacy of the population and ensuring adequate financial and human resources. Based on a comparison of Ukrainian experience with the best practices of the European Union countries, conclusions were drawn on the need for comprehensive improvement of digital transformation policy as a prerequisite for increasing the efficiency, accessibility and institutional stability of public administration in Ukraine.
