Abstract

Urban infrastructure development continues to be constrained by cost overruns, schedule delays, fragmented stakeholder coordination, and rising sustainability requirements. This paper examines innovative construction project management (CPM) techniques – digital twins, Building Information Modeling (BIM), Internet of Things (IoT) site monitoring, artificial-intelligence-assisted scheduling, agile delivery methods, and prefabricated/modular construction – as mechanisms for improving coordination systems, workflow optimization, and strategic planning on large-scale urban and infrastructure projects. Drawing on a synthesis of twenty-five peer-reviewed sources together with practitioner experience in delivering prefabricated Glued-Laminated-Timber (Glulam) housing in the United States, the paper proposes an Integrated Off-Site–On-Site Coordination (IOOC) framework that links early digital design coordination, off-site manufacturing scheduling, and real-time on-site monitoring into a single management cycle. The framework addresses three recurring gaps identified in the literature: fragmentation between design and manufacturing, weak stakeholder alignment, and underuse of real-time data for adaptive scheduling. Findings indicate that projects combining BIM-enabled coordination with modular production and IoT-based tracking achieve shorter, more predictable delivery than conventional sequential models. The paper concludes that the convergence of digital coordination tools and off-site manufacturing is a scalable route to addressing housing shortages and infrastructure backlogs while reducing environmental impact.
