Abstract
The extremely complex conditions in which Ukraine finds itself due to the ongoing military conflict within its territory require increased efficiency in the use of resources available in the regions, particularly in border areas. The implementation of state policies, including regional development policy, can be improved through the realization of regional projects oriented toward the principles of sustainable development. In this context, the issue of implementing enhanced models for managing key directions of regional policy, including mechanisms for regional development integration, becomes particularly significant. This underscores the scientific importance of the chosen research topic and contributes to achieving ecological stability and fostering sustainable development in the Chernihiv region. Research in the field of public administration of regional development provides a comprehensive and systematic understanding of the problems and challenges faced by regions, particularly regarding the implementation of projects oriented toward sustainable development and environmental protection. Contemporary public administration is increasingly focused on achieving sustainable development goals, taking into account economic, social, and environmental dimensions. To effectively address these tasks, it is proposed to develop a methodology for managing regional projects based on economic, social, budgetary, and environmental components, using multi-criteria optimization methods. The implementation of such management methodologies in the Chernihiv region contributes to increasing the efficiency of administrative processes, ensures high-quality analysis and forecasting of socio-economic processes, improves interaction between authorities and citizens, and enhances transparency and accountability in decision-making. A crucial aspect of modern regional governance is the integration of research results with the practice of regional development management. In the context of globalization, there is a need for systematic analysis and adaptation of best international practices in project management, particularly those oriented toward the region’s environmental sector. Under contemporary conditions, characterized by increasing socio-economic and environmental challenges, governance models are becoming more adaptive and flexible, aimed at timely responses to changes in economic, social, and ecological environments. Achieving sustainable regional development requires a close combination of academic research with practical application of knowledge in the management of regional projects. The results of such studies can be used to enhance resource conservation efficiency, develop a positive social and institutional image of the region, provide social guarantees and benefits, and create competitive advantages in the regional development of the studied territory.
