Abstract

The restaurant business in Ukraine is an important component of the hospitality industry and the economic development of the state. It directly affects food security, social responsibility and tourist attractiveness. The relevance of the study is due to rapid changes in legislation, deregulation processes and Ukraine’s integration into the EU, within the framework of which new requirements are imposed on the state regarding control over the quality and safety of food products, as well as the responsibility of restaurant business entities. The purpose of the study is to systematically analyze the administrative and legal principles of the responsibility of restaurant business entities in the conditions of deregulation and European integration processes in Ukraine, determine the mechanisms for applying sanctions and assess their effectiveness. The study found that deregulation measures have affected the reduction of formal state intervention in the activities of enterprises. Restaurant business entities bear administrative, civil, and in some cases criminal liability for violations of sanitary, hygienic and food standards, as well as for failure to comply with the procedures of the HACCP system. European integration processes strengthen the harmonization of national legislation with EU law, thereby increasing product safety standards and monitoring their compliance. The introduction of the HACCP system and compliance with the European standards act as a preventive mechanism of responsibility, which reduces risks for consumers and ensures the competitiveness of establishments in the international market. The conclusions summarize that the administrative and legal principles of responsibility of restaurant entities in the conditions of deregulation and European integration processes are transformed from punishment to preventive, risk-oriented control, combining freedom of entrepreneurial activity with the need to comply with product safety and quality standards. The effectiveness of such a model depends on a balanced combination of state supervision and the system of internal control of establishments. These aspects ensure the sustainable development of the restaurant business and the integration of Ukraine into the European economic and legal space.
