Abstract
The article provides a comprehensive study of the administrative and legal foundations for the implementation of the principle of gender equality in the system of public administration in Ukraine. It is determined that under modern conditions, the principle of gender equality acts as one of the fundamental democratic principles of state functioning, protection of human rights, and formation of an effective system of public administration. Modern scientific approaches to understanding the essence of the principle of gender equality are analyzed, and it is established that most scholars associate it with the categories of non-discrimination, social justice, democratic governance, and ensuring equal opportunities in the exercise of public authority. It is substantiated that the administrative and legal support for the implementation of the principle of gender equality involves the formation of a system of legal, organizational, and institutional mechanisms aimed at ensuring equal access of women and men to participation in public administration processes, preventing discrimination, and developing an inclusive model of governance. The normative and legal basis for the implementation of the principle of gender equality in Ukraine is examined, including the provisions of the Constitution of Ukraine, special gender and anti- discrimination legislation, as well as international legal acts in the field of human rights protection It is established that international standards of the United Nations, the Council of Europe, and the European Union in the field of non-discrimination and gender-sensitive governance are of particular importance for the development of the national mechanism for ensuring gender equality. The article identifies current problems in the implementation of the principle of gender equality in the system of public administration, including gender asymmetry in managerial representation, the existence of structural barriers to professional advancement, the formal nature of the implementation of state gender policy, insufficient integration of the gender approach into the public administration system, and the imperfection of monitoring and control mechanisms. The author proposes directions for improving the administrative and legal support for the implementation of the principle of gender equality, including strengthening institutional guarantees, developing gender-sensitive procedures in the field of public service, improving monitoring mechanisms, adapting national legislation to international standards, and forming a more inclusive system of public administration.
