Abstract
This paper focuses on examining the legal character of FIMI as a distinct kind of contemporary peril to a nation's security. Particular attention is given to the legal definition of this occurrence, the separation of its main legal traits, its differentiation from similar concepts (misinformation, promotion, intelligence campaigns), and the review of global legal norms and domestic statutes regarding the combating of information meddling. Special prominence is given to the challenges of legally classifying the pertinent actions and developing efficient frameworks for their governing control. The research aims to undertake a thorough legal examination of FIMI as a particular kind of hazard to national security, define its legal essence, pinpoint main legal characteristics and position within the framework of information offenses, along with evaluating the efficacy of global legal and domestic responses, followed by developing suggestions for enhancing legal governance in this domain. During the course of the scientific investigation, general scholarly methods were employed, notably analysis and synthesis—to uncover the substance and structure of FIMI as a legal occurrence; induction and deduction—to establish broad findings concerning its effect upon state security; a systematic viewpoint—to ascertain FIMI's position within the structure of contemporary perils; as well as a comparative technique—to contrast international statutory and domestic strategies for its legal governance. Moreover, the formal-legal approach was utilized to examine regulatory statutes and construe legal standards in the domain of combating informational intrusion. The substance of the concept of FIMI (Foreign Information Manipulation and Interference) was disclosed and its main characteristics were pinpointed. Theoretical perspectives for grasping information hazards in contemporary law and political and legal studies were examined. The connection of FIMI with associated concepts was established, notably disinformation, propaganda, and information campaigns. The core nature and form of national defense were described. The aim was to explore FIMI's position within the network of dangers to a nation's security. The legal facets of FIMI as a juridical occurrence were ascertained and its legal character defined. The global legal dimensions of FIMI are scrutinized, especially regarding the tenets of sovereignty and non-involvement in state internal matters. The status of regulatory and statutory oversight countering FIMI at the national level is evaluated. The current methods for confronting FIMI at international and state tiers are examined. Suggestions are put forth to enhance legal standardization and boost the efficiency of countering FIMI. The findings suggest that FIMI is an intricate, interdisciplinary occurrence that is gaining attributes of a distinct legal classification and presents a substantial peril to a nation's security, mainly concerning its informational and political aspects. It is argued that the legal essence of FIMI reveals itself through a blend of informational impact factors, outside interference, and manipulative techniques, which makes its precise legal categorization challenging.
