TRANSFORMATION OF UKRAINE’S ECONOMIC POLICY IN THE CONTEXT OF THE WAR AND POST-WAR ECONOMY

Abstract

The main purpose of the article is to define transformational changes in the economic policy of Ukraine under martial law and to substantiate the strategy of transition to a model of a sustainable economy in the post-war period. The authors have formed their own vision of the concept of “mobilization economy”, which is based on a proactive state policy of rational use of resources, support for particularly important areas of socio-economic activity of the country. Its main components for the period 2022-2025 are identified: financial, relocation, and digitalization. To reveal the research problem, the following methods were used: generalization method, economic-statistical, comparative and system-structural analysis, abstract-logical method, SWOT analysis. It has been established that before the start of full-scale military operations, Ukraine's macroeconomic policy was aimed at developing the economy by attracting significant amounts of state resources to infrastructure, where the construction industry occupied an important place (5.9% of real GDP in 2019 and 3.1% in 2024). Before the war, the main part of state financial resources was directed to the construction of roads, housing and commercial real estate, with the beginning of the war, to the reconstruction of destroyed critical and civilian infrastructure. It has been established that the transformation of the Ukrainian economy in wartime conditions necessitated the transition to tough state management. The main strength of the mobilization economy was the rapid adaptation to the shock situation, donor assistance from international capital and the introduction of information and intellectual systems based on digitalization. It has been proven that during the period of post-war reconstruction, the policy of protectionism became important for Ukraine, the basis of which is the concept of public procurement with the aim of regenerating the production of traditional and innovative building materials. This approach will contribute to the formation of additional added value within the country, improve the balance of payments, create additional jobs and somewhat cover the shortage of working capital of enterprises.
