Abstract
The article examines the challenges and threats facing Ukrainian agricultural enterprises, which manifest themselves in staff shortages, financial instability of working capital, and low labor productivity, and are exacerbated by the risks of martial law and transformations in the European integration process. Based on a comparative analysis of Ukraine and EU countries, it is argued that the key difference is the normalization of payments and the speed of turnover of accounts receivable and accounts payable, supported by contractual and financial instruments. Regional features of the labor shortage in Ukraine are summarized, and a trend of increasing debt turnover is identified, which creates cash gaps and limits the liquidity of agricultural enterprises. It has been proven that partnerships between agricultural enterprises are a tool for coordinating the resource, financial, and organizational parameters of their operations, capable of reducing transaction costs, improving payment discipline, and facilitating the transition to a more intensive development model. An applied logic of partnership mechanisms is proposed along three lines of influence: personnel and resources, finance and liquidity, and technology and productivity, which ensures the coordination of the interests of counterparties and increases the stability of Ukraine’s agricultural sector during the period of martial law.
