Abstract
The study is aimed at clarifying the role of industrial and eco-industrial parks in shaping the investment climate of Ukraine and developing a sound strategy for their transformation in the conditions of the European vector of development. The work uses a combination of statistical and trend analysis to identify the dynamics of the creation of industrial parks, spatial analysis to determine regional concentration and gaps in development, comparative analysis of government decisions to compare Ukrainian and European incentive instruments, as well as case studies to demonstrate practical examples of investment projects and models of industrial symbiosis. The conducted diagnostics showed a rapid growth in the number of industrial parks in Ukraine: as of the beginning of 2025, there were 100 industrial parks in the register with a total area of over 3 thousand hectares, but only about 21–30 sites are actually functioning. Positive investment dynamics were identified: cumulatively since 2014, over UAH 30 billion has been attracted, which materialized in the construction of 12 factories and 13 more projects under construction. Spatial analysis confirmed the high concentration of parks in the western and central regions (Kyiv, Lviv, Transcarpathian), while the industrially powerful regions of the east and south remain underdeveloped due to military risks and partial occupation of territories. European experience has shown that Poland and Romania successfully use flexible tax benefit models, and the Kalundborg case in Denmark confirmed the economic and environmental efficiency of industrial symbiosis. A phased transformation strategy in three horizons is proposed: H1 (0–6 months) – embedding the eco-industrial park standard into financing mechanisms and launching a public dashboard; H2 (6–18 months) – piloting industrial and eco-industrial parks in priority clusters with standardized infrastructure packages and model agreements with network operators; H3 (18–24 months) – scaling park criteria into industrial policy tools and forming industrial campuses. The proposed sequence should ensure rapid regulatory changes, testing of solutions in pilots, and further deployment at the national level.
