Abstract

The article proposes theoretical and methodological approaches to the formation of a balanced ecosystem and tools for ensuring the mobilization of financial resources for sustainable development goals as objects of controlling. The main attention is paid to the components of the digital economy of sustainable development, a balanced ecosystem of financing capital investments, and tools for their activation, which will require strengthening the functions of financial controlling. A balanced ecosystem and tools for ensuring the mobilization of financial resources for the Sustainable Development Goals are important objects of financial controlling, since they are primarily associated with the creation and acquisition of long-term assets, which indicate the financial stability of companies and the state with an orientation to strategic management. In turn, the formation of long-term assets requires the construction of a highly effective capital investment management system, which includes the design and planning of areas for investing financial resources, their implementation, and monitoring the effectiveness of investment projects. The study used a combination of general scientific and special research methods: methods of abstraction, generalization, induction, deduction, analysis, synthesis; method of semantic analysis; analogy and extrapolation; system analysis; abstract-logical. The work used the ecosystem concept, which has become widespread, since existing traditional systems are unable to implement effective national development programs and strategies that would stimulate the activation of investment activity at the state level. In the context of the ecosystem of financing capital investments for sustainable development, stakeholders are defined as involved parties, groups of influence within and outside this ecosystem or persons who can directly or indirectly influence its functioning, as well as those who can be directly or indirectly influenced by the functioning of the ecosystem. The components of the ecosystem of financing capital investments for sustainable development are presented - basic institutions, regulatory and legal (institutional) support, information and communication technologies and platforms, development strategies. The latest scientific approaches to determining financing instruments in terms of their impact on the implementation of capital investments for sustainable development are proposed, which allows, on the one hand, to obtain the necessary financial capital for companies to start or expand their activities, purchase equipment, develop new products or implement other development projects, and, on the other hand, to promote the development of the social sphere and ensure a high standard of living for citizens, which will be facilitated by an effective financial controlling mechanism. At the macro and micro levels, this will affect the priority of using certain financial instruments depending on the need to achieve the desired results in the context of the country's sustainable development goals. The development of further market relations necessitates the transformation of scientific approaches to the essence, forms, methods and principles of implementing capital investments for sustainable development, which determines the need for management technologies with an innovative component based on the financial controlling system.
