Abstract
The article analyzes the main principles of the functioning of the regional system of relations in Europe, based on the Helsinki Agreements of 1975, identifies the trends of its development and weakening factors, directions of possible transformation. As noted, it is assumed that the main principles will be preserved. institutional foundations of the existing system in Ukraine, at the same time emphasis is placed on the need to strengthen trust measures, non-interference in internal affairs and pragmatism of relations between the main participants. The recovery of Ukraine will be long and expensive and will require concerted international efforts. The recovery process, which is partly determined by the country’s accession program to the EU, will include not only the physical recovery of the country, but also the reintegration of Ukrainian society. Based on the experience accumulated especially in the Balkans since the 1990s, the OSCE can make a significant contribution to the recovery of Ukraine by helping the country’s institutions navigate the complexities of reintegration and accession to the EU. The expediency of such adaptation is shown in connection with the formation of a clear demand for stable post-war financial security in Ukrainian society, which is suffering from the full-scale military aggression of Russia, which began on February 24, 2022. In order to maintain the optimal balance between the military and economic foundations of national security in peacetime at a level that guarantees reliable protection of the vital interests of the state and ensures the stability of the functioning of the national economy in the face of economic and military aggression by Russia, it is very important for Ukraine to pay special attention to ensuring military and economic security. The content and features of the main approaches of the EU policy aimed at improving the parameters of Ukraine’s economic security to the achievement of the three priority goals of the European Union for the period up to 2030 are revealed. In the context of ensuring financial quality, the modern institutional components of the current development of the EU in comparison with Ukraine are characterized. Taking into account modern European practices of intensification of financial dynamics and proposals of international institutions for the post-war recovery of Ukraine.
