Abstract

The article is devoted to the study of public administration in the field of social housing, as well as the identification of transformational models and strategic priorities of state housing policy in the context of contemporary socio-economic challenges. The relevance of the research is determined by the aggravation of the housing problem in Ukraine, significant destruction of the housing stock caused by the full-scale war, the increasing number of internally displaced persons, and the necessity to develop effective governance mechanisms aimed at ensuring housing accessibility for socially vulnerable population groups. The paper analyzes the theoretical foundations of public administration in the housing sector and clarifies the content of key concepts such as “social housing,” “state regulation of the housing sector,” and “public administration in housing policy.” Particular attention is paid to the analysis of the regulatory and legal framework governing the housing policy and the institutional mechanisms for managing the housing stock. Based on statistical data, the current state of housing provision, the scale of housing infrastructure destruction, the dynamics of internal migration, and regional imbalances in housing accessibility are examined. The research also analyzes international experience in the development of social housing systems in European Union countries, which makes it possible to identify the main institutional models of housing governance and instruments of state support for housing construction. The study substantiates the necessity of transforming the system of public administration in the field of social housing in Ukraine, taking into account contemporary socio-economic challenges and the needs of post-war recovery. The article proposes transformational models of public administration in the social housing sector, which combine state regulatory mechanisms, local government instruments, public-private partnership tools, and international financial assistance. In addition, strategic priorities of state housing policy are identified, aimed at expanding the social housing stock, improving institutional and legal governance mechanisms, developing a transparent rental housing market, and strengthening the social integration of internally displaced persons. The implementation of these approaches will contribute to increasing the efficiency of public administration in the housing sector and ensuring housing accessibility for socially vulnerable groups of the population.
