Abstract
The relevance of this article is determined by the growing polycentricity of the international system, the erosion of universal norms, and the intensification of resource and technological competition, which together determine the need to rethink national security policy. It has been found that classical defense paradigms do not provide sufficient resilience to hybrid, cyber, and information threats, which are characterized by high dynamics and cross-border effects. The purpose of this article is to study the impact of contemporary geopolitical transformations on the content, priorities, and instruments of state security policy in the context of globalization. A systemic-structural approach was used to analyze the relationship between global trends and national security practices; an institutional analysis of the ability of state and supranational structures to adapt to new threats was carried out; a comparative state-studying method was used to compare the security policy models of leading countries; a content analysis of the strategic documents of Ukraine, the EU, NATO, and the UN was conducted to identify priority trends and conceptual shifts. A decline in the effectiveness of universal collective security mechanisms has been established; the strengthening of legal relativism and the militarization of strategic regions has been proven; it has been found that the integration of non-state actors and the development of flexible partnership clusters increase the effectiveness of national security policy. It has been proven that without a systematic update of the regulatory and institutional framework, strengthening internal stability, and expanding external cooperation formats, the state remains vulnerable to asymmetric challenges. It is recommended to integrate the security dimension into strategic sustainable development programs and increase the transparency of strategic communications. Prospects for further research include empirical testing of the proposed model in regional crises, the development of integrated security platforms for the cyber, energy, and information sectors, and the assessment of the effectiveness of multilevel partnerships in long-term hybrid conflicts.
