Анотація
Українська система охорони здоров’я у 2020–2025 роках зіткнулася з низкою безпрецедентних викликів, зумовлених пандемією COVID-19, війною, економічною нестабільністю та процесом інтеграції у європейський медичний простір. Це актуалізувало потребу у глибокій модернізації державної політики, спрямованої на створення стійкої системи охорони здоров’я. Метою дослідження є аналіз механізмів (стратегічного рівня, інфраструктурні та кадрові інструменти, цифрові та технологічні інновація, людиноорієнтований підхід, локальні ініціативи та партнерство), які забезпечують підвищення ефективності управління, рівного доступу до якісних медичних послуг та здатності системи адаптуватися до кризових умов. Методологічна база включає нормативно-правовий аналіз, компаративні дослідження міжнародного досвіду, case-study успішних практик та системний підхід. Результати дослідження доводять, що ключовими напрямами модернізації є: стратегічне планування та координація, запровадження фінансових інновацій (DRG, капітаційні моделі, “pay-for-performance”), інтеграція у європейський медичний простір, оптимізація інфраструктури та кадрового потенціалу, цифрова трансформація, розвиток телемедицини та e-Health, а також системний моніторинг досвіду пацієнтів. Важливе місце займає людиноорієнтований підхід, заснований на принципах Пікера, що формує довіру до системи. Окрему роль відіграють локальні ініціативи та міжнародне партнерство, які сприяють адаптації реформ системи охорони здоров’я відповідно до потреб громад та підвищують стійкість медичної системи у період війни та повоєнної відбудови. Таким чином, запропонована модель модернізації політики охорони здоров’я поєднує національні пріоритети та міжнародні стандарти, створюючи передумови для стійкого розвитку та зміцнення системи в умовах сучасних викликів.
