Abstract
The Ukrainian healthcare system in 2020–2025 faced a series of unprecedented challenges caused by the COVID-19 pandemic, war, economic instability, and the process of integration into the European medical space. This highlighted the urgent need for deep modernization of public policy aimed at building a resilient healthcare system. The purpose of the study is to analyze mechanisms (strategic level, infrastructural and human resources tools, digital and technological innovations, people-centered approach, local initiatives and partnerships) that ensure improved management efficiency, equal access to quality medical services and care, and the system’s ability to adapt to crisis conditions. The methodological framework includes regulatory analysis, comparative studies of international experience, case studies of best practices and a systemic approach. The results of the study demonstrate that the key directions of modernization are: strategic planning and coordination, implementation of financial innovations (DRG, capitation models, “pay-for-performance” model), integration into the European healthcare space, optimization of infrastructure and human resources, digital transformation, development of telemedicine and e-Health, as well as systemic monitoring of patient experience. A central role is played by the people-centered approach based on the Picker principles, which builds a trust in the system. Local initiatives and international partnerships also play a significant role, fostering adaptation of healthcare reforms to community needs and strengthening resilience of the medical system during war and post-war recovery. Thus, the proposed model of healthcare policy modernization combines national priorities with international standards, creating a foundation for sustainable development and system strengthening in the face of contemporary challenges.
