Abstract
The relevance of the topic is determined by the significant role of small and medium-sized businesses (SMEs) in the economy of modern countries and its complex impact on the socio-economic and political situation. The purpose of the study is to identify and analyze regional aspects of public management of innovative development of small and medium-sized businesses in times of crisis and economic reconstruction using the example of the Poltava region. In the process of the study, the author used general scientific, special, empirical and prognostic methods: analysis and synthesis – to identify the components of the complex phenomenon of managing SME development in times of crisis; system method – a comprehensive consideration of institutional, economic, legal, and infrastructure factors of SME development as a single interdependent system; structural and functional analysis – to determine the functions of public administration bodies at the regional level in supporting innovative business development; content analysis – of regulatory legal acts, regional development strategies, state business support programs, etc.; case study method to study examples of regulating SME development and others. The scientific novelty lies in the systematization of materials on the mechanisms of public management of SME development in conditions of martial law and reconstruction. Based on the analysis of regional economic development programs and SME support programs at the level of territorial communities, the author comes to the conclusions about the need for a comprehensive approach to solving SME development issues and the significant role in developing and making decisions of the competence of the authorities and the level of their cooperation with business and the public. The main factors influencing the success of SME support at the level of regions and territorial communities are identified and analyzed. The author’s proposals concern: creating an appropriate infrastructure for the innovative development of SME (rebuilding logistics, creating industrial parks and IT clusters); creating a favorable investment climate; implementing SME financing programs in practice, not “on paper”; supporting public-private partnerships; popularizing entrepreneurial activity among the population; transparent and understandable conditions for booking employees in conditions of martial law.
