Abstract

The relevance of the study is due to the need to modernize the social protection system in the context of the digital transformation of public administration and the need to borrow effective European practices in developing digital platforms to increase the accessibility, targeting and transparency of social services in Ukraine. To analyze the European experience in developing digital platforms in the field of social protection and to identify key areas for its adaptation and phased implementation in Ukraine. The architectural principles of modern digital social protection platforms based on a service-oriented model and involving the integration of interface, service, integration and infrastructure levels are considered. It was found that the use of cloud technologies and open standards ensures flexibility, scalability and compatibility of information systems. The importance of interoperability as a basic condition for the effective functioning of digital platforms is described, and the role of integrated social registers, electronic identification and the “once-only” principle in increasing the efficiency of social support administration is proven. The practice of European Union countries, in particular Estonia and Finland, is analyzed, and the main challenges of digitalization are considered, including the digital divide, limited financial resources, insufficient trust in technologies and insufficient staff readiness. Conclusions are drawn on the feasibility of the phased implementation of digital social protection platforms in Ukraine, taking into account European standards, the development of the Unified Information System of the Social Sphere, strengthening interdepartmental data integration, improving regulatory and legal support and ensuring safe and people-oriented access to social services.
