Abstract
The relevance of the study is due to the need to improve the state of the social sphere management system to solve existing problems, in particular, to protect the basic interests of the population of Ukraine. The purpose of the study was to identify the main changes in the management of social security and labor relations in Ukraine, taking into account the challenges of martial law and the consequences of decentralization of power. To achieve this goal, methods of analysis and systematization of scientific publications related to the issues of social security and labor resources, regulatory legal acts in the field of social protection, as well as statistical analysis of expenditures on social security management were used. The results of the study indicate legislative, institutional, and financial changes in the management of social security and labor resources in Ukraine, caused by both legislative innovations and organizational and institutional transformations and the consequences of decentralization of power. The update of regulatory and legal regulation is aimed at solving the main social problems of citizens, strengthening the protection of their rights and interests in various areas, and increasing the level of accessibility of social services. Organizational and institutional changes are associated with the consolidation of social functions in the field of social protection of the population by local authorities and local self-government, as well as with the centralization of social payments implemented by the Ministry of Social Policy of Ukraine. After 2020, certain types of social assistance to the population began to be financed from the state budget, while local budgets became a tool for financing certain types of benefits, social and rehabilitation services for vulnerable groups of the population. As a result of this redistribution of management functions, financing of the social sphere from the state budget increased, and financing from local budgets decreased. Under martial law, certain types of programs in the field of social protection and security were not financed, and the priorities of social protection changed, focusing on the needs of military personnel, war veterans and internally displaced persons. The conclusions emphasize the importance of improving the management and monitoring of the level of social security of the population. Future research should be devoted to analyzing models of financing the social sphere in Ukraine at the local, regional, and national levels to identify the potential for saving state budget funds and directing them to more priority needs of vulnerable segments of the population.
