Abstract
The article provides a comprehensive study of standardization as a tool for European integration of Ukraine in the context of the experience of European Union countries. The relevance of the study is determined by Ukraine’s acquisition of candidate status for EU membership on June 23, 2022, the official start of membership negotiations on June 25, 2024, and the need to bring national legislation into compliance with the acquis communautaire. The theoretical foundations of public administration in the field of national standardization are analyzed, and the features of public administration mechanisms in the formation of the national standardization system are determined. The specifics of national standardization of services, goods, products, and technologies in accordance with European requirements are revealed. The role of digitalization in the processes of adapting standards is highlighted, particularly in the context of digital democracy and e-governance. The institutional mechanisms of the EU in the field of standardization are studied, including the activities of the European Committee for Standardization (CEN), the European Committee for Electrotechnical Standardization (CENELEC), and the European Telecommunications Standards Institute (ETSI). The legal standards of the EU and the features of their implementation in the national legislation of Ukraine are analyzed. The role of public-private partnership in standardization processes and the possibilities of its application in Ukrainian realities are determined. The results of comparative analysis of national standardization systems of Germany, Poland, and Ukraine are presented. Prospects for further development of Ukraine’s national standardization system in the context of European integration and post-war reconstruction are identified.
