Abstract
The article examines the development and implementation of territorial community development strategies in the context of inter-institutional interaction and stakeholder engagement. It is established that one of the key constraints on the effective implementation of strategic documents is the lack of coordination among the main actors of public administration across different levels of governance. Particular attention is paid to the education sector as a critical component of human capital formation, especially in the context of the development of academic lyceums and the introduction of specialized secondary education. At the same time, the lack of systematic interaction between educational institutions and local stakeholders limits the ability of communities to align educational outcomes with labor market needs. The purpose of the study is to theoretically substantiate and develop practical mechanisms for the formation and implementation of strategies for the development of territorial communities with an emphasis on the educational component, as well as to identify effective tools for coordinating and involving stakeholders in the process of strategic planning and implementing educational initiatives. Research methods: analysis and synthesis; induction and deduction; systematic approach; comparative analysis; structural and functional analysis; statistical analysis; generalization method; expert survey; modeling; forecasting. The study substantiates the role of strategic planning and project-based approaches as complementary tools for the implementation of local development strategies, and highlights the importance of inter-institutional coordination for improving the effectiveness of public management decisions. It is demonstrated that the integration of these approaches requires clearly defined coordination mechanisms and institutional arrangements that ensure consistent stakeholder involvement. The composition and functions of key stakeholder groups and their influence on community development processes are analyzed. Special attention is given to the identification of stakeholder roles, interests, and levels of influence within the strategic planning process. The article proposes approaches to strengthening cooperation between local self-government bodies, educational institutions, businesses, and civil society, which contribute to improving the quality of strategic planning and ensuring more effective implementation of territorial community development strategies. The scientific novelty of the study lies in the substantiation of an integrated coordination mechanism that combines strategic planning and project-based approaches within a multi-level governance framework.
