Abstract
Clustering in public administration is characterized by the existence of environments and spaces where activities, reproductions and development take place beyond territorial features, productive forces, national economic complexes, potentials and resource sources. This means that due to clusters, institutions and structures that carry out public administration lead to the implementation and realization of their own executive functions, powers, advanced measures, initiatives, as a result of which achievements arise, the creation of a gross product, the processes of equipping with digital technologies, and an increase in innovative activity. Hence the purpose of the article is based, which is to study the special role of clusters to which public administration is directed, after which their components, in particular the educational sphere, undergo transformations, improvements, and further development according to qualitative characteristics. And following this, methods of general scientific research were selected from the general list, which include: generalization of terminological analysis – for theoretical and methodological generalization and determination of the essential characteristics of the definitions of “cluster”, “innovation cluster”, “cluster analysis”; abstract-logical – when studying trends occurring in regions and territorial formations of our state, and their special significance for the development of the educational sphere. Thus, the present transformations at the state level are determined, which necessitate the allocation of centers according to the spheres of life and activity of social, industrial, humanitarian, municipal and other groups. This is the characteristic of the existence of clusters, because through them parts of the environments, processes and objects of regional development are localized. Because it is due to clusters that the development of the state occurs, the processes of relationships between the constituent objects located in them occur, as a result of which a reproductive effect arises, while the educational sphere occupies a prominent central place in their relationships and relationships. Because it is the clustering of group flows, as well as objects and other structures, which is intended to achieve full effectiveness of the economic well-being of the state along with improving and significantly perfecting measures, by ensuring new qualitative characteristics of their existence on the basis of joint actions, cooperation and interconnections of groups and spheres of life and activity.
