Abstract
The transformation of healthcare systems has become a defining feature of public policy and institutional development in the twenty-first century. In Ukraine, the urgency of strategic planning for healthcare institutions is significantly intensified by the combined impact of large-scale healthcare reform, demographic decline, population aging, digital transformation, European integration processes, and the consequences of full-scale military aggression. Under such conditions, healthcare institutions are required not only to ensure the continuity and quality of medical services but also to develop adaptive, resilient, and forward-looking long-term strategies capable of responding to systemic uncertainty and resource constraints. The purpose of this study is to substantiate theoretical and methodological approaches to the development and implementation of a long-term strategy for healthcare institutions in Ukraine, taking into account national reform priorities and international best practices in healthcare management. The research is based on a systematic analysis of scientific literature, comparative analysis of strategic models, and synthesis of institutional, organizational, and managerial approaches used in the healthcare sector. Particular attention is paid to strategic diversification, digital transformation, quality-oriented management, and patient-centered care as key components of sustainable development. The results of the study demonstrate that effective long-term strategies for healthcare institutions should be built on a comprehensive assessment of the external and internal environment, integration of strategic goals with national healthcare policy, and the use of flexible management tools. The proposed strategic framework emphasizes the importance of innovation, human capital development, financial sustainability, and stakeholder engagement. The conclusions substantiate that the successful implementation of a long-term healthcare strategy requires not only formal planning documents but also continuous monitoring, strategic control, and organizational learning.
