Abstract
The article is devoted to a comprehensive analysis of transformations in Ukraine’s education legislation during 2017-2024, which marked a new stage in the development of the national educational system. The key changes related to the adoption of the basic Law of Ukraine “On Education” (2017), implementation of the “New Ukrainian School” concept, and modernization of legislation on higher and general secondary education are examined. The main problems of practical implementation of educational reforms are analyzed, including insufficient funding, resistance from the conservative part of the pedagogical community, and difficulties in coordination between different levels of education management. Special attention is paid to the legal framework for the competence-based approach, inclusive education, academic integrity, and digitalization of the educational process. Using systemic-structural, historical-legal, and comparative-legal analysis methods, the main trends in the development of Ukrainian educational law in the context of European integration are identified. An imbalance between the ambitious goals of the legislator and the real possibilities of their practical implementation is established. Promising directions for improving legal regulation of the educational sphere are determined, including the development of financial mechanisms, the creation of flexible education quality management systems, and the strengthening of legal guarantees of equal access to educational services. The necessity of developing special legislation for education under martial law and post-war reconstruction is substantiated. The research results can be used for further improvement of Ukraine’s educational legislation and increasing the effectiveness of educational reforms.
