Abstract
The article explores the legal mechanisms regulating scientific cooperation in the European Union and identifies the main directions of scientific integration. The legal framework for scientific cooperation in the EU is analyzed, including founding treaties, regulations, directives, and international agreements. The main directions of scientific integration within the EU are characterized, including the formation of the European Research Area, the development of EU framework programs for research and innovation, and the development of research infrastructures. Key legal instruments for ensuring scientific integration are identified, including ERIC, Joint Programming Initiatives, agreements on scientific and technical cooperation with third countries, Open Science, and European Partnerships. Special attention is paid to the legal aspects of intellectual property protection in the process of scientific cooperation, as well as the prospects for developing legal regulation of scientific cooperation between Ukraine and the EU. It is substantiated that Ukraine's integration into the European Research Area is a promising direction for developing scientific cooperation with the EU, which requires harmonization of national legislation with European standards in the scientific field. The necessity of a systematic approach to implementing the provisions of the Association Agreement between Ukraine and the EU in terms of scientific and technical cooperation is argued, which necessitates the development of a comprehensive strategy for adapting national legislation to the requirements of the EU acquis in the scientific field. It has been established that the effectiveness of Ukraine's integration into the European Research Area largely depends on the institutional capacity of national subjects of scientific activity and the quality of the regulatory framework, which should provide not only formal compliance with European standards but also create effective mechanisms for the practical implementation of EU best practices in the field of scientific activity. It is proven that the legal regulation of scientific cooperation in the EU is a dynamic system that is constantly evolving and adapting to new challenges, which should be taken into account when developing a strategy for Ukraine's integration into the European scientific space.
