Abstract

In the article, the author studies the issue of a healthy microclimate in the educational environment of a higher education institution. He emphasizes that the Standards of Higher Education and local regulations of a higher education institution require the administration and participants in the educational process to maintain mental health and create safe educational conditions. In turn, safe educational conditions consist not only of compliance with the rules of occupational safety and health, as well as civil protection regulations, but also of creating a favorable educational environment for all participants in the educational process. The author raises the issue of bullying as a negative socio-psychological challenge. He outlines that bullying is primarily unfounded harassment of a person, which historically develops in the educational environment and continues until it is recognized as a socio-psychological problem. Bullying has its components and is characterized by negative psychological consequences for the victim of bullying. In his study, the author reveals the causes of bullying and the responsibility for bullying. Emphasize the timely detection of bullying in the educational environment and the teacher's role as a participant in the educational process, which should not only ensure the provision of quality educational services but also support the mental health of higher education students and maintain a safe educational environment. Emphasizes the formation of zero tolerance in higher education institutions for instigators of bullying and, above all, for educators who engage in bullying. At the legislative level, the issue of bullying manifestations and prevention was enshrined quite late, only in 2017. However, the world community started talking about it in 1948 with the adoption of the Universal Declaration of Human Rights. The legal definition of bullying is given in Art. Article 174 of the Law of Ukraine “On Education”. The author studies foreign experience in bullying prevention. The author recommends taking the mechanism for combating bullying introduced by Canadian legislation as a model. He describes positive practices for combating bullying in the USA. In the study, the author grants public organizations power to prevent and combat bullying and the power to rehabilitate victims of bullying.
