Abstract

In the conditions of the rapid development of digital technologies, the issue of legal regulation of artificial intelligence as one of the key factors in the transformation of modern society is becoming particularly relevant. The article examines the features of the evolution of artificial intelligence and the legal challenges of modern doctrine that arise in the process of integrating intellectual systems into various spheres of public life. The main thing in this process is the interaction of innovative technologies and legal instruments, their adaptation to modern legal norms, as well as to new conditions of digitalization. The purpose of the study is to analyze the stages of development of artificial intelligence, outline the main legal problems associated with its implementation, and form conceptual approaches to the modernization of legal doctrine in the conditions of the introduction of new technologies. The study found that the current legal regulation of the functioning of artificial intelligence systems does not currently provide an adequate level of legal certainty, leading to potential risks for both end users and developers of relevant technologies in general. Key gaps in national legislation were identified, in particular regarding issues of liability, personal data protection, the legal status of information systems, and compliance with ethical principles. Special attention was paid to the analysis of international experience in legal regulation of the use of AI, in particular within the European Union, as well as the prospect of harmonizing national legislation in accordance with international standards. Based on the results obtained, a number of recommendations were formulated aimed at improving the regulatory framework for the use of artificial intelligence, taking into account the principles of ethics, transparency, technological security, non-discrimination, and respect for human rights. The prospect of further scientific exploration is seen in an in-depth study of the mechanisms of algorithmic responsibility, the development of specialized legal regimes for individual categories of artificial intelligence systems, as well as in a comprehensive analysis of the implementation of European practice into the national legal system. Thus, understanding the features of legal support for the development of artificial intelligence is a necessary condition for the formation of an effective and safe digital state.
