Abstract

The article examines the current problems of ensuring national energy security in Ukraine, in particular in the context of reforming and modernizing public administration mechanisms. Particular attention is paid to assessing the effectiveness of existing institutional and administrative structures of the fuel and energy complex, analyzing risks arising in wartime conditions, as well as the prospects for transforming state policy and management practices in the post-war period. The relevance of the study is due to the need to ensure Ukraine’s national energy security in conditions of increased instability of energy markets, military operations and global geopolitical challenges. The main problems identified are the low efficiency of existing public administration mechanisms in the energy sector, insufficient integration of innovative technologies and digital solutions, a high level of dependence on imported energy resources and weak coordination between state bodies, business and the public. The aim is to develop proposals for improving public governance mechanisms in the energy sector as the basis for ensuring national energy security of Ukraine, capable of functioning effectively in wartime and post-war recovery. The study is aimed at developing new management models capable of ensuring the effective functioning of the fuel and energy complex of Ukraine, increasing the stability of the energy system in wartime and contributing to the restoration and modernization of the energy sector in the post-war period. The study used such methods as analysis and synthesis, comparative analysis, a systems approach. forecasting and scenario modeling. The results of the study substantiated the relationship between state policy, energy policy and energy security. The existing mechanisms of public governance and administration in the energy sector were studied. The current state of the fuel and energy complex was assessed. The problems, risks of energy security in wartime and the shortcomings of the existing mechanisms of public governance and administration were identified. The international experience of ensuring energy security through public administration is analyzed. Modern approaches to reforming and transforming public administration mechanisms are considered. Prospects for the modernization and transformation of public administration mechanisms are determined, in particular, the principles of reforming public administration in the energy sector. Based on the comparative characteristics of traditional and new management mechanisms in the energy security sector of Ukraine, the latest management mechanisms for ensuring energy security are proposed. Tools and models of the fuel and energy complex management mechanism are considered. A new architecture of public management of energy security in Ukraine is formed. Attention is focused on institutional changes and transformation of state bodies in the energy sector and their stages are determined. Proposals are made to improve public administration mechanisms capable of ensuring the stability of the fuel and energy complex in the war and post-war periods.
