STATE INFORMATION POLICY OF UKRAINE IN THE CONTEXT OF EUROPEAN INTEGRATION

Abstract

The article explores the specifics of implementing Ukraine’s state information policy under the conditions of European integration, taking into account the challenges of the modern information environment and the need for harmonization with European Union standards. The study aims to analyze the content, structural components, and institutional mechanisms of Ukraine’s state information policy within the framework of European integration processes, as well as to identify key areas for its improvement in light of emerging challenges. The research employed general scientific methods of cognition, including analysis and synthesis, induction and deduction, a systems approach, comparative legal method, and the method of structural-functional analysis. The findings demonstrate that Ukraine’s state information policy operates as an integrated part of the national security system and socio-economic development. This policy is based on key principles such as the promotion of democratic values, the protection of citizens’ information rights, and the safeguarding of the state’s strategic interests. Its regulatory framework is composed of the Constitution of Ukraine, sectoral doctrines, strategies, and government programs that address legal, institutional, social-communication, and financial-economic aspects. Core principles include ideological diversity, freedom of speech, prohibition of censorship, the right to personal data protection, and access to public information. At the practical level, the implementation of information policy in the context of European integration is carried out through government strategies that ensure transparency in state communications, alignment of national legislation with EU standards, promotion of a positive international image of Ukraine, and increased public awareness of integration processes. During the war with the Russian Federation, the focus has shifted toward securing national information space, countering disinformation, consolidating the media landscape, and maintaining a unified information front through centralized communication mechanisms. The practical value of the research lies in offering recommendations to enhance the effectiveness of state information policy in the context of Ukraine’s sustainable European development.
