Abstract
The article examines the foreign experience of state regulation of housing construction in the countries of the European Union. The main approaches to the formation of state housing policy and the key mechanisms of government influence on the development of the housing sector are analyzed. The study focuses on the regulatory practices of housing construction in the Federal Republic of Germany, the French Republic, and the Republic of Poland, including instruments of preferential lending, tax incentives for investment, development of social and rental housing, and mechanisms of state support for housing modernization. Particular attention is paid to the role of institutional and financial-economic mechanisms in ensuring housing affordability and stimulating investment activity in the construction sector. The main models of state regulation of housing construction used in European countries are summarized, and promising directions for applying this experience in the process of forming a modern system of state housing policy in Ukraine are identified. The conclusions substantiate the feasibility of adapting selected European practices to improve the effectiveness of state regulation of housing construction, promote affordable housing development, and ensure sustainable growth of the housing sector in the context of Ukraine’s post-war recovery.
