Abstract

The article highlights the issue of modernization of wastewater treatment facilities in the context of growing war risks and the need to adapt water treatment infrastructure to destabilizing factors. It is found that the introduction of modern technical solutions, innovative treatment methods and energy-efficient equipment is an important prerequisite for increasing the reliability of operation of wastewater disposal systems. It is emphasized that modernization should be carried out as a comprehensive process of updating technological schemes for wastewater treatment, aimed at optimizing energy and resource consumption in unstable operating conditions. It has been determined that the regulatory guidelines of Directive 91/271/EEC are an important basis for the choice of wastewater treatment technologies, but they need to be adapted to the conditions of operation of Ukrainian infrastructure damaged by hostilities. It is noted that the Procedure for wastewater treatment before discharge in vulnerable areas (Resolution of the Cabinet of Ministers of Ukraine No. 378 dated 02.04.2024) establishes the regulations for technological operations that ensure the achievement of maximum permissible concentrations of pollutants. The sequence of treatment stages, which includes mechanical, biological, post-treatment and disinfection treatment of wastewater, as well as sludge treatment procedures, taking into account the requirements of autonomy of operation, is disclosed. It has been established that the modern state policy in the field of water disposal is focused on technical modernization and investment renewal of the industry in accordance with the Concept of the State Target Environmental Program for the period until 2034. It has been found that the priority challenges remain a high level of deterioration of networks, unprofitability of enterprises, technological backwardness and insufficiency of capital investments. It was emphasized that the most optimal scenario for the implementation of modernization measures is comprehensive financing with the involvement of investment programs, grants from international organizations and public-private partnership mechanisms. It was emphasized that the practical experience of Lviv demonstrates the possibility of effective use of grant resources for the reconstruction of treatment facilities and the introduction of energy-efficient technologies. It was stated that the results of the analysis confirm the critical importance of systemic renewal of drainage infrastructure to ensure environmental safety and resilience of utility systems in modern conditions of military threats.
