Abstract

The research topic is devoted to analyzing the changes that have taken place in the field of quality management of medical services under the influence of military operations. The purpose of the study is to analyze the impact of the war on the quality management system of medical services, identify the main challenges and opportunities, and develop recommendations for its improvement in emergency situations. The article discusses the key challenges, including disruption of logistics chains, shortage of medical personnel, lack of resources, and an increase in the number of patients with injuries, post-traumatic and mental disorders. The emphasis is also placed on the adaptation of medical institutions to work in a crisis situation, the need to introduce new approaches to ensuring the quality of medical services, in particular through mobile hospitals, telemedicine, and international humanitarian support. The study identifies the main problems that have arisen in the system of quality management of medical services due to military operations. An assessment of the impact of the war on the accessibility, efficiency and safety of medical services is provided. Based on the data obtained, recommendations are proposed to improve the quality management system of medical services in Ukraine, including infrastructure development, professional development of medical staff, the use of modern technologies and the expansion of cooperation with international partners. The study is interdisciplinary in nature and contributes to understanding the impact of the war on the medical system, as well as identifying ways to restore and develop it in the post-conflict period. The study aims to identify both negative and positive aspects of the war’s impact on the healthcare system, such as strengthening the role of crisis management, improving quality standards, and developing new mechanisms to ensure the healthcare system’s resilience in emergencies. The findings can be useful for formulating policies and strategies to improve healthcare services in the post-war period.
