Abstract
The article explores the transformation processes within Ukraine's healthcare system under wartime conditions, emphasizing the need to ensure its resilience, adaptability, and functional efficiency amid multifaceted crises. The relevance of the study is driven by the strategic role of the healthcare sector in maintaining national viability, stabilizing the social environment, and mitigating humanitarian threats. The aim of the article is to provide a scientifically grounded rationale for conceptual approaches to the transformation of Ukraine’s healthcare system during the war and its subsequent recovery, taking into account international experience, national challenges, and sustainable development goals. The methodological framework is based on systems analysis to identify interdependencies within the healthcare structure, a structural-functional approach to assess institutional shifts, and critical analysis of normative and statistical sources, enabling the identification of challenges, trends, and external influences. It was established that priority reform directions include the development of digital infrastructure, integration of military and civilian medicine, expansion of managerial autonomy, and the formation of partnership-based cooperation with international organizations. It was demonstrated that international support delivers vital resources and expert solutions, particularly through projects led by the World Bank, ECDC, Ukraine’s Ministry of Health, and foreign medical platforms. Key obstacles were identified, including personnel shortages, weak coordination across levels of care, uneven financing, fragmented digital integration, and insufficient interagency cooperation. Scientifically substantiated recommendations were formulated, focusing on the creation of strategic reserves, unification of crisis response protocols, enhancement of workforce mobility, and scaling of digital services. The practical value of the study lies in the formation of foundational principles for a resilient healthcare system adapted to wartime and postwar recovery conditions. Future research perspectives include assessing the impact of medical transformation on national security architecture, social cohesion, and the long-term resilience of the state.
