Abstract

The article examines the impact of the introduction of a toughened regime in the border regions of Ukraine during the legal regime of martial law on the safety of tourists. The relevance of the study is due to the need to ensure an adequate level of security for citizens and tourists in the context of modern challenges related to military conflict and geopolitical changes. The article highlights the main aspects of security in tourism, including physical, legal, economic and social protection of tourists. The author emphasizes that security in the tourism industry is a key condition for its sustainable development and attraction of tourists both domestically and internationally. According to Ukrainian law, security measures include protecting the rights and interests of tourists, informing them of possible threats, and ensuring proper conditions for their stay, transportation, accommodation, and recreation. Particular attention is paid to the analysis of legal aspects of ensuring the safety of tourists under martial law. Decree of the President of Ukraine No. 64/2022 and Resolution of the Cabinet of Ministers of Ukraine of December 7, 2023 establish a toughened regime in the border regions, which provides for restrictions on the movement of citizens, additional checks and special permits for staying in the border area. The introduction of these measures is aimed at minimizing the risks associated with possible sabotage, illegal migration and other threats. However, such restrictions have a significant impact on tourist flows, reducing the number of visitors and creating difficulties for tourism operators. The paper focuses on the obligations of tourism entities to inform tourists about the risks, provide them with special equipment and qualified support on the routes, and provide assistance in case of emergencies. It is emphasized that creating safe conditions for tourists is necessary to preserve their lives and health, and also helps to maintain confidence in the tourism sector of Ukraine. The author notes that the tightened border regime requires local authorities and travel companies to adapt to the new conditions. In particular, it is necessary to develop effective risk management mechanisms that will minimize the negative impact of restrictions on the economy of border regions. The article emphasizes the importance of cooperation with international partners to implement best practices in the field of tourism security, which will help to maintain Ukraine's tourist attractiveness even under martial law. The author concludes that, despite the restrictions imposed under martial law, it is necessary to find a balance between ensuring national security and supporting the development of tourism as an important sector of the economy.
