Abstract

The formation of stable food security of the population is one of the priorities of state policy because access to high-quality and safe food products is a fundamental condition for the socio-economic development of the country. In the modern world, where globalization and growing dependence on foreign supplies create new challenges for food security, effective management of this industry at the state level plays a special role. The study is aimed at analyzing existing instruments of state regulation of food security and formulating scientifically based proposals to increase the country’s food independence. In the process of research, a comprehensive approach was applied, including analysis of legislative acts, logical generalization, and synthesis of data, to identify the main threats to food security and offer specific recommendations for its strengthening. For clarity of results, graphical methods and modeling of possible scenarios of state regulation were used. The theoretical basis of the work is scientific concepts of ensuring food security in conditions of economic instability. The analysis of the mechanisms of state regulation of food security showed that the current instruments need to be optimized. It was found that significant dependence on imports of certain categories of food creates serious risks for the country’s economic stability, and domestic producers need systemic support. The importance of the import substitution strategy, the development of logistics networks, and the formation of state food reserves is substantiated. A comprehensive plan of measures aimed at increasing the efficiency of state regulation, in particular through financial support for the agricultural sector, is proposed. Further research can be aimed at the implementation of digital technologies for monitoring food security, analyzing the impact of international trade agreements on the domestic market, and developing models for predicting food crises. Another promising direction is the creation of regional food security strategies that will take into account the specifics of local conditions: economic, social, and environmental aspects.
