Abstract
This article explores how international organisations have influenced the transformation of Ukraine's public administration system during wartime. Against the backdrop of a prolonged conflict since 2014 – and especially following Russia’s full-scale invasion in 2022 – the study examines how external partners such as the European Union, the World Bank, UNDP, and the OECD have contributed to Ukraine’s reform agenda. Their involvement spans decentralisation, digital transformation, civil service reform, public finance management, and anti-corruption efforts, and is closely tied to Ukraine’s aspirations for European integration. The research aims to assess the mechanisms of international support, evaluate the effectiveness of implemented reforms, and analyse how wartime conditions shaped the pace and direction of these transformations. The methodology is grounded in document analysis, case studies, comparative approaches, and the use of monitoring reports. Data sources include strategic government documents, institutional reports, academic publications, statistical materials, and case evidence from collaborative reform projects. Findings suggest that international actors have not only initiated and funded key reforms but also adapted their assistance to the challenges of war. This includes flexible financing tools, digital innovation support, and guidance based on global standards. The study highlights how wartime conditions accelerated digitalisation, empowered local governments, and demanded greater agility in administrative procedures. It also sheds light on how international solidarity and intergovernmental coordination became critical drivers of reform continuity. The article concludes with practical recommendations to reinforce institutional resilience, enhance governance capacity, and embed international best practices in Ukraine’s post-war recovery agenda.
