Abstract
The article examines the problems of managing communications units of the Armed Forces of Ukraine under modern combat conditions. It is shown that the effectiveness of communications management is determined not only by the technical characteristics of communication equipment, but also by the organization of personnel training, the level of structural branching of the communication system based on the use of various technologies and communication means, the survivability of communication systems, and the interoperability of heterogeneous communication equipment within a unified information environment. The analysis is carried out in three interrelated directions: training of communications specialists to operate under electronic warfare conditions; ensuring structural branching and survivability of communication systems; and organizing interaction between units equipped with different types of communication equipment. Based on a comparative analysis of open materials on communications organization in the Armed Forces of Ukraine and doctrinal documents of the United States and NATO (FM 6-02, AComP-5), key problem areas in the management of communications units under combat conditions are identified. Among them are the predominantly centralized nature of management, insufficient formalization of the communication system, structural branching, limited preparation of operators to function under active electronic warfare influence, as well as difficulties in ensuring interoperability of heterogeneous communication equipment supplied from different sources. The paper systematizes approaches to improving the management of communications units at the tactical level and substantiates practical recommendations aimed at increasing the resilience, survivability, and effectiveness of communication systems. The proposed recommendations can be used to improve training programs for communications specialists, develop regulatory documents, and enhance management practices of communications units within the Armed Forces of Ukraine.
