Abstract

The article discusses the peculiarities of the impact of Smart City technologies on ensuring the transparency of management of territorial communities and the formation of citizens’ trust in local self-government bodies. The relevance of the study is due to the need to introduce modern digital management tools in the context of decentralization and the development of intermunicipal cooperation of territories. In the course of the study, the main components of Smart City technologies have been identified, which ensure an increase in the level of openness of management processes, in particular open data systems, e-governance, digital tools for citizen participation and analytical systems for supporting managerial decision-making. It has been proven that the integration of digital technologies into the public administration system contributes to increasing the accountability of authorities, optimizing the procedures for providing administrative services and expanding the opportunities of citizens to participate in managerial decision-making. Based on the analysis of the institutional development of the Lviv agglomeration, the key directions of digital transformation of territories have been identified. It was established that as of 2025, the agglomeration unites 13 territorial communities, and during the year, three new communities joined it, which contributed to the expansion of institutional capacity. It has been determined that five international grant projects are being implemented within the agglomeration aimed at the development of transport, logistics and environmental infrastructure, in particular projects covering territories of up to 2500 hectares. It is proven that the international recognition of the agglomeration’s activities, in particular the receipt of the Seoul Smart City Prize in 2025 and participation in international digital development networks, confirms the effectiveness of the implementation of innovative management approaches. A conceptual model of the impact of Smart City technologies on the transparency of management and citizens’ trust is proposed, which reflects the relationship between technological tools, management processes and the results of their implementation. The practical significance of the results obtained lies in the possibility of using the proposed approaches to improve the systems of digital management of territorial communities and ensure their sustainable development.
