Abstract
The article investigates the mechanisms for ensuring digital inclusion in the management of educational services, taking into account a human-centered approach. The relevance of the topic is determined by the need to create equal opportunities for all participants in the educational process to access digital resources, educational materials, and services, including vulnerable and marginalized groups. Special attention is given to the digital transformation of education, which has become a socio-pedagogical challenge in the context of the COVID-19 pandemic and the development of remote learning. The study aims to provide a scientific justification of the mechanisms for digital inclusion in the management of educational services, including infrastructural, educational-competency, organizational-management, and socially inclusive aspects. The study employs methods such as content analysis, comparative analysis of international and domestic experience, and a systems approach to assess the effectiveness of digital solutions in education. The results show that digital inclusion is realized through a combination of technical solutions (Internet access, digital devices), the development of digital competencies of educational participants, adaptation of learning materials according to the principles of Universal Design for Learning (UDL), the creation of accessible and secure digital services, and the integration of inclusion into educational management strategies. A human-centered approach ensures that technologies are oriented toward the needs of individual users, enhancing motivation and learning effectiveness, as well as helping to bridge digital divides related to age, location, and social status. The scientific novelty lies in the comprehensive combination of infrastructural, educational, managerial, and socially inclusive mechanisms of digital inclusion, which ensures equal access to educational services in the digital environment. The practical significance of the study lies in providing recommendations for state and educational institutions to improve the quality of digital management of educational services and integrate human-centered principles into digital education.
