IMPROVING THE MECHANISM FOR ENSURING PUBLIC GOVERNANCE IN REGIONAL DEVELOPMENT

Abstract

The article focuses on enhancing the mechanism for ensuring public governance in regional development in Ukraine, which has become particularly relevant amid global transformations and internal challenges related to post-war recovery and decentralization. The purpose of the study is to substantiate and define strategic directions for improving public governance in regional development in Ukraine, taking into account emerging challenges and the need for efficient utilization of regional potential. The study employed general scientific methods of cognition: analysis and synthesis, comparative method, system approach, generalization, modeling, and forecasting methods. The findings demonstrate that regional development in Ukraine plays a crucial role in building a competitive national economy, while effective public governance at the regional level contributes to economic growth, social stability, and improved quality of life. The article emphasizes that one of the key tasks of state policy is identifying regional needs, setting development priorities, and optimizing resource use. The study highlights major achievements in the field of regional governance, including the advancement of decentralization, strengthening the powers of local self-government, infrastructure development, digitalization of administrative processes, and the introduction of economic incentives. It is shown that further development of the governance mechanism requires the implementation of modern management technologies, strengthening horizontal and vertical cooperation between levels of government, and greater involvement of the public in governance processes. The study concludes that strategic modernization of public governance mechanisms should include the training of competent personnel capable of operating under conditions of uncertainty and change, as well as the development of tools for responding to socio-economic threats. The practical significance of the study lies in the potential application of its results to shaping a modern model of public governance focused on strategic regional development.
