Abstract
The article examines the processes of formation and transformation of the organizational and managerial mechanism of public management ensuring financial security of Ukraine. The relevance of the study is due to the needs of improving the organization and managerial functions of public management in the specified area. The aim is to study the features of the organizational and managerial mechanism of public management ensuring financial security of Ukraine in the context of reform. The main attention is focused on the analysis of key changes in the mechanism of public management in the financial sector in the context of reform, identifying key factors of such changes and their impact on the state of financial security. The work uses methods of analysis of the main strategic documents, programs that are related to changes in the organizational and managerial mechanism of public management ensuring financial security of Ukraine. The index method is used to calculate the Indices of banking, monetary, currency security, and security of the non-banking financial sector. Results. It was determined that the key changes in the mechanism are related to the processes of reforming the public finance management system and the financial market regulation system. The transformation of management activities in the financial sector is caused by the needs of ensuring financial stability in Ukraine, the problems of which have been observed for a long time and required structural reforms. In this regard, state authorities have significantly expanded cooperation with the EU and the IMF, which have become key actors in supporting reforms. As a result of the reform, significant changes have occurred in the organizational structure of public administration and institutional changes. The latter mainly concerned the strengthening of the institutional capacity and independence of national regulatory authorities in the financial sector, the introduction of new methods and techniques of management activities. The conclusions establish that improving the organizational and managerial mechanism of public administration for ensuring financial security in Ukraine is extremely important for promoting financial stability and its support. At the same time, improving the mechanism requires expanding cooperation both at the national and international levels. Future research should be aimed at studying the effectiveness and efficiency of public administration in the field of financial security in Ukraine.
