Abstract

The article provides a scientific substantiation of the ways to develop the professional capacity of law enforcement entities to implement strategic interaction in the context of the modernization of Ukraine’s public sector. The author proves that the transition from the post-Soviet “power-based” model to a service-oriented paradigm requires the transformation of a law enforcement officer from a mere executor into a “public security manager”. The content of the concept of “public sphere” is clarified as a space for open interaction between state institutions, the community, and international partners, as well as the definition of “strategic interaction” as an integrative ability of subjects to act in synergy to achieve long-term security goals. A three-level model of strategic integration is substantiated: the departmental level (inter-agency coordination and a unified information space), the civil-public level (cooperation with military administrations and local governments under martial law), and the social level (implementation of the Community Policing philosophy). Special attention is paid to a systematic analysis of the standards of higher education in the specialty 262 “Law Enforcement.” It is established that the Master’s level of training (Order of the Ministry of Education and Science No. 1294) is fundamental for the formation of strategic thinking (competence SC 11); however, a need for the intensification of practical courses in crisis management and Big Data was identified. Based on a comparative analysis of international experience (Finland’s “joint competence” model, the USA’s “Collaborative Leadership,” and Poland’s “Police Management” concept), proposals for improving the training system in departmental higher education institutions were developed. Successful cases of strategic interaction in Ukraine are analyzed, specifically the “Police Officer of the Community” project and the coordination of security forces within the framework of the Law “On the Foundations of National Resistance.” The conclusions identify priority ways to improve personnel potential: legislative consolidation of inter-agency coordination mechanisms, digitalization of management training, and the implementation of a human-centric paradigm for training “community security officer-moderators”.
