Abstract
After the start of the full-scale war, the issue of social development of territorial communities in Ukraine became a priority. The purpose of the study is to identify, systematize and analytically assess institutional mechanisms of public management of social development of territorial communities in the post-war period. The study uses methods of content analysis, data analysis from open state platforms (Single Platform of e-Democracy), as well as analytical review of reports of international donor programs (UNDP, U-LEAD, USAID). Forms and tools of participatory governance that play a key role in ensuring the social development of territorial communities in the post-war period are analyzed. Particular attention is focused on the functioning of digital tools of participation – in particular, the Single Platform of Local e-Democracy. The article provides examples of communities (in particular, Ratnivska, Dymerska, Burshtynska), where such bodies participated in planning infrastructure solutions, developing educational programs and other socially significant initiatives. The institutional mechanisms of public management of social development of communities, implemented at the state and local levels, were studied. Four main areas were identified: (1) comprehensive recovery programs, which have become a new form of integrated planning, necessarily involving the community through public hearings and consultations; (2) targeted financing instruments; (3) regulatory and legal acts, including the updated State Strategy for Regional Development until 2027, standard forms of recovery programs and new community charters, which institutionalize mechanisms of participation and partnership; (4) cooperation with international technical assistance programs (UNDP, GIZ, USAID, U-LEAD), which combine funding with the transfer of management skills, strategic planning and social development tools. As a result, it was proven that it is the synergy of these institutional tools that provides the basis for the restoration of not only infrastructure, but also trust, interaction and a new model of public management, where the social development of the community appears as a joint matter of authorities, citizens and partner structures.
