Abstract

Active digitalization processes and the development of technological innovations determine the need to transform the local self-government system in the context of communication. The issue is especially relevant against the background of Ukraine's rapid European integration progress. Improving the efficiency of communication in regional public administration is determined by the level of digital optimization, which is seen as a necessary stage of improving management processes and electronic document management, improving the level of information security. The purpose of the article is to analyze the potential of digitalization in the context of improving the efficiency of communication in local self-government systems. The article examines the main directions of application of innovative possibilities of digitalization of communication processes in public management systems, including optimization of management processes, increasing the level of information protection, and implementation of e-government. The functionality of information and communication technologies in the development of local self-government is analyzed. It has been found that the main aspects of the impact of digitalization are the provision of electronic information and providing e-services in the administrative field, improving the process of interaction between local self-government bodies, business and the public. The dynamics of digital information and communication skills among the able-bodied population in Ukraine for, 2019–2023, which demonstrates the level of digitalization of communication processes in communities, is considered. It is substantiated that the introduction of modern digital decisions and information and communication systems into the processes of regional public administration makes it possible to improve the aspects of efficiency and accuracy of local development. The study proved that the digitalization of the communication environment has a positive effect on the upgrade of local self-government activities and is an integral part of modern concepts of development of territorial communities.
